社区的上一级即为行政区划。根据规划，每一个行政区都会有自己独立的主题。
“举例来说，在Jumeirah区的街道会按照海洋的特色来命名。同理，Deira和Bur Dubai的街道会按照历史文化遗迹的名字命名。内陆的Mushrif和Al Awir区域的街道将会按照有名的数目名字来命名。”
除了目前现行的行政区划之外，新建立的行政区划也将遵循这一命名原则。
Maitha说：“目前，类似Al Khail道路改善的命名规则已经开始在Sheikh Mohammed Bin Zayed沿线开始实施。同时在实施的还有Parallel Road项目。这些项目目前均得到了很好的反馈。”
为了将影响最小化，新的命名项目正在分阶段实施。然而，大家还是需要注意路名的。因为道路的名字会在某一天突然改变。
正如最初的Emirates路现在叫做Sheikh Mohammed Bin Zayed路一样，Dubai Bypass路目前的名字是Emirates路。
Al Thuraya路目前更名为Abdulla Omran Taryam路；First Al Khail路更名为Al Saa’da路；Road 312更名为First Al Khail路。
虽然会有一些小的误解，但是，大家最终会习惯的。公路交通局说，目前公众需要在拿出地图规划出行线路的时候多想一下了。
