阿联酋阿布扎比酋长国王储兼阿联酋武装部队副总司令谢赫穆罕默德·本·扎耶德·阿勒纳哈扬率高级代表团于本月13日开始对中国进行正式访问。访问期间，中阿两国在金融，投资，物流，能源，教育，科技等多个领签署了多项重要合作协议，其中中国清华大学与阿联酋马斯达尔科学与技术研究院（简称：马斯达尔学院）14日在北京签署两校间交流与合作协议。
那么马斯达尔学院究竟是个什么样的学校呢？这可是被当地人誉为–“中东的麻省理工”。
马斯达尔学院在阿联酋首都阿布扎比市中心东南约32公里，与阿布扎比国际机场隔街相望，那就是几年前蜚声全球的”马斯达尔清洁能源城”。按照最初的规划和设计，这座新城将完全依靠太阳能等可再生能源。城市交通全部采用电动汽车。该城预计将是全球首个完全由可再生能源提供动力的”零碳排”和”零废弃”还有”零辐射”的城市。预计在2016年完工，但后因全球金融海啸的影响，现已延期至2025年完工。
作为城内的首个住户，成立于2006年4月的马斯达尔学院于2010年9月正式搬进马斯达尔城，该学院是阿联酋一所定向于可替代能源、可持续发展和环境学科研究的高等学府，是阿布扎比政府宏大的马斯达尔城总体愿景规划中的一部分。
马斯达尔学院于2009年开始从全世界范围内选拔优秀学生，经过严格的考试。所有教师和研究人员也来自全球各相关科研领域。目前全院约600名学生中，除阿联酋本土学生外，有来自全球包括中国在内的22个国家和地区的近百名外籍学生。
据目前在马斯达尔学院担任博士生导师，来自中国的张铁军博士介绍，”马斯达尔学院主要专注包括可再生能源在内的一些能源，我们把它称之为”先进能源”，其中也包括如何使传统能源变得效率更高。学院目前设九个硕士研究点，一个博士研究点，一个空间技术领域研究方面，不设本课专业，这也是学院的一个特色。学院与美国麻省理工学院合作办学，学院的申请机制、管理、教学理念等完全按照麻省理工学院的样本设计，学生毕业后拿的是经过美国麻省理工学院认证的马斯达尔学院毕业证书。”
学院的另一特色是，一半以上的教授的研究经费已不再完全依赖政府部门的拨款，而是通过为阿联酋本国企业，为国际大公司做科研项目来获取经费，并以此来保障学院的正常运转。目前在中东地区可以说独一无二的。
张铁军说，中国大陆来此留学的博士后相对较多。马斯达尔学院各方面条件比较优越，一旦考取学费全免，硕士生每月津贴约4000阿联酋迪拉姆（约合7200元人民币），博士生每月津贴达7000阿联酋迪拉姆（约合12600元人民币），博士生如果选择住在校外，还会提供每月3000迪拉姆（约合5400元人民币）的住房补贴。除此之外，院方还为学生提供往返机票，免费住宿，配备笔记本电脑，就连在校期间考”GRE和托福”的费用都是由学院来报销的。
作为阿联酋产学合作研究奖获得者的张铁军认为，中阿两国的互补性很强，中国人口众多，地大物博，但人均资源相对较少，而阿联酋本国人口很少，人均资源非常丰富。就拿马斯达尔来讲，学院学生相对较少，但拥有本地区最好的试验室和大量的先进科研设备和仪器，学生在这里可以有大量的机会接受很好的培训。通过与清华的合作计划，清华的博士生可以来马斯达尔，使用这里的先进仪器，对他们的研究会是一个很好的促进。相应的，马斯达尔的学生派去清华，可以让他们在清华这样的高等学府里长见识。
来自澳大利亚的华裔女教授琳达·邹认为，目前阿联酋已经成为全球海水淡化的一个中心，由于中国在技术资源和人类资源方面有着雄厚的基础，阿联酋政府非常感兴趣与中国在包括海水淡化在内的可再生能源领域开展合作。对中国学生而言，如果是从事海水淡化或与可再生能源技术相关的学科，来马斯达尔是一个很好的选择。
