日前，阿联酋副总统兼总理、迪拜酋长马克图姆颁布2016年第5号内阁令，对2008年颁布的“劳工和长居人口医疗检查法规”进行修订。有关内容如下：
1、联邦政府依据本法规和2014年颁布的联邦《反传染疾病法》对长居人口采取防疫措施。
2、劳工和长居人口在申请或更新长期居留签证时,需进行包括艾滋病、病毒性肝炎、结核、麻风、梅毒等疾病检测在内的体检，体检结果将成为获得签证的必要参考。
3、首次申请长签或以家庭保姆、佣人和幼师等名义更新长签者，需进行乙肝检查；以美容美发、健康中心、医疗机构从业者名义申请或更新长签者，需进行乙肝、丙肝检查。上述申请人经检查确患有肝炎者，如在其担保人被告知检查结果后2周内，未更换申请名义重新提出申请，不予颁发或更新签证；上述申请人经检查未患有肝炎者，需定期接受疫苗注射并获得防疫证书。
4、首次申请长签者如患有或曾患有肺结核，不予颁发签证。但以下情况除外：（1）外交或领事官员凭阿外交部或派出部门出具的证明；（2）已获长签者的配偶、子女，由已获长签者担保；（3）投资商凭卫生部门依据指定酋长国经济部门建议出具的证明；（4）经卫生部长批准，由卫生部、地方卫生局组成联合委员会所认定的其它个例。以上人士获得长签需卫生部长或地方卫生局签批，并定期接受治疗和检查。
5、已获得长签者如在更新长签时查出患有或曾经患有肺结核，向其颁发一年期长居签证，并凭医疗防疫部门为其出具的治疗证明进行强制治疗，不服从治疗或不接受定期复查连续3次或以上者，不予更新签证。
6、首次申请或更新长签者如患有麻风病，不予颁发签证。
7、以家庭保姆、佣人或司机等名义申请或更新长签的女性需接受妊娠检查。如已怀孕，由其担保人决定并书面通知卫生部门是否允许居留。
8、以上病例如有危害公共健康之情况发生，卫生部门有权对患病者进行驱逐。
9、新法规自2016年1月27日起实施。
