迪拜城市总体规划的重点是投资和发展五个城市中心（三个现有中心和两个新中心）。
三个现有城市中心包括历史悠久的Deira 和 Bur Dubai；包括Downtown 和 Business Bay在内的商业金融中心；包括Dubai Marina 和 JBR在内的休闲中心。
两个新中心分别是2020年世博会中心和迪拜硅绿洲中心（Dubai Silicon Oasis Centre）。
根据最新研究，迪拜人口将从2020年的330万增加到2040年的580万，该酋长国将建立便捷的综合服务中心来满足各阶层人口的需求。
