新冠疫情发生以来，中国高度关注海外同胞的健康与安全。在3月7日，中国国务委员兼外交部长王毅在十三届全国人大四次会议记者会上宣布，推出“春苗行动”，积极协助和争取为海外同胞接种疫苗。2021年5月23日，中国驻迪拜领事馆发布通知，积极响应“春苗行动”， 在阿持短期签证、无ID卡的16周岁以上中国公民提供2剂次中国国药新冠疫苗接种服务。2剂疫苗均免费，接种时医疗机构现场收取服务费100迪拉姆。

2020年5月27日迪拜时间上午7：50，在阿“春苗行动”第一批人员开始接种疫苗，中国驻迪拜领事馆“春苗行动”第一次疫苗接种点位于Al Safa Health Center ，接种工作由迪拜卫生局负责，迪拜卫生局初级卫生保障部主任穆娜尔当日也来到接种现场组织活动，迪拜卫生局工作人员表示，当天有能力为200多名报名的人接种疫苗。

在接种现场，阿方贴心地为前来接种疫苗的中国同胞准备了矿泉水和咖啡，同胞们看见“欢迎你们来到迪拜”时都倍感亲切，也体现了中阿两国的深刻友谊。

疫苗接种当天，中国同胞严格遵守防疫措施，全程佩戴口罩，经过信息核查、体检、健康询问、了解接种注意事项等流程后依次接种，随后在现场留观半小时，全程秩序井然，安全高效。

当天现场接种的同胞难掩喜悦之情，对能及时接种到祖国疫苗倍感自豪，纷纷感谢党和政府的关心和关爱，感谢中国驻迪拜领事馆的协助，让大家目前能够安心地在迪拜生活。

中国驻迪拜领事馆李旭航总领事赴现场工作指导并发言：“经过我们驻阿领事馆的推动，阿联酋政府将在阿联酋长期生活的中国公民纳入了阿联酋的新冠疫苗接种计划，现在已经有超过10万的中国公民接受了当地新冠疫苗，在这个基础上经过两国政府和驻阿使领馆的推动，阿联酋又将临时来访的中国公民纳入了新冠疫苗接种计划，我想这体现了中国政府对海外中国公民的关心和爱护，也为我们广大海外侨胞战胜疫情，保持平安健康提供了有力的支持。”

领事馆将继续同迪拜方协商设立新的接种点，增加接种量，让更多在迪拜的同胞尽快接种疫苗。
