胖哥的微信公众号的菜单里，胖哥放了一个我自己私人的公众号，每天都会有大量的朋友加胖哥。
反复问一些单调的，重复的，入门级的问题。
当然，胖哥也是从小白过来的，所以非常理解提出问题的那些朋友们的心情。
大家能问我，也表示对我的信任。
可是，天天好多人问，也弄的不胜其烦啊。想来想去，干脆写一篇在迪拜生存的相关事宜。希望对刚来迪拜的朋友有帮助。

01
签证
阿联酋对中国籍的公民采用的是落地签证的政策，落地之后可以直接入境。
以旅游为目的可以在迪拜停留30天，还有10天的免罚期。一共是40天时间免费停留阿联酋境内。
疫情之前，最多40天，必须要出境一次，再重新入境。否则会产生罚款。最早的一批在迪拜的中国人都是坐飞机到伊朗KISH岛上呆几天然后再飞回来，这个岛正好在伊朗和迪拜的中间位置。所以这种操作被叫做：
飞签。
后来，陆路和阿联酋接壤的阿曼对中国人也开始免签，所以阿联酋的人就开始坐着车去阿曼入关再出关回来，但是因为习惯的原因，大家还是习惯了叫“飞签”。
如果你来迪拜，不准备办ID的话，请记得：
在国内，进入迪拜之前提前办理三个月的签证更便宜。
如果还是用落地签的话，也请记住：
旅游签证逾期会产生高额罚款，每天150迪。这个钱赖不掉，因为会锁护照，如果不交的话压根没办法出境离开阿联酋。

境内续签一般分为1个月和3个月，有在迪拜签，也有在阿布扎比签，阿布的3个月的境内续签更便宜，一般也就是1500迪左右。实际使用的话没有啥区别。
只是记得，千万别逾期就行了。

ID
基本上可以这么说，如果要在阿联酋生活的话，没有ID是寸步难行，没法合法买车，没法合法租房，没法办本地银行卡。所以胖哥强烈建议，拥有一个本地ID是很有必要的。
胖哥看到有些人在网上卖工作签证（ID），这个事不是不可以做，比如你有认识的朋友在这边有公司，你给点钱让他帮你办个ID，但请你知道：
理论上买卖ID在阿联酋是违法行为。
所以一个曲线的方式就是找一个专门办理公司注册的TYPING CENTER，注册一个虚拟办公室的贸易公司，大概成本是4-6W迪，可以获得4个左右的签证名额（ID）。
03
租房
如果是自住，您可以通过迪拜人的“迪拜找”（http://find.dubairen.com/），或是迪拜中华网论坛这样的分类信息网站找信息，都是中文，中国人，联系起来比较方便。
*但一般这类平台的信息收集也是来自网络，平台不对信息负责，大家还是要自我甄别一下。
如果您英文比较好，可以通过本地的信息分类网站寻找房产，推荐两个APP，一个是Dubizzle，另外一个是Property Finder。
里面有大量的房产信息可供查询。
不过你需要区分清楚发布房源的是个人所有者还是房产中介。
如果是个人房源，你可以直接联系，从土地局或者房东处获取标准租房合同，协约完成后使用租房者的ID去办理ejari(阿联酋政府认可的租客协议)，再用ejari去开通DEWA（水电）和煤气。
如果你嫌以上的部分麻烦，可以找个中介操作代办一切。一般中介会收取年租金的5-10%作为佣金，各家不一样。不过这里面请你注意：
有一些迪拜的中介会玩阴阳合同。
房子是5W一年，中介给你包8W一年，这样他自己就闷了3W作为给自己的利润。所以如果是认真的租房：
租客应该要求和房东见面签署合同并且房东应出示房产所有权材料。
但有时候本身出租房就是二房东的话，他可能不愿意拿出原始租房证明，这些都是协商着办。
反正多比较周边地区的价格，确保自己不要被忽悠就行了。
04
买车
因为阿联酋的公共交通很不发达，所以在此地有一辆车是必要的。而且这里的车辆因为不像国内收高额的税，所以价格很低。很多人会选择买一辆二手车，但是请记得：
阿联酋买车很便宜，修车非常贵，而且这边修车的技术很水，很多车修不好。
所以一般胖哥建议二手车选择年限和里程数较低的车辆，像那种零几年的奔驰，宝马，路虎，看着是便宜，买回来就等于请了个祖宗，而且配件不好找。
阿联酋这边最受欢迎的汽车品牌是：
丰田和尼桑。
虽然价格略高，但是保养和维修配件的成本非常低，使用起来少操心。
买二手车胖哥推荐两个线上软件：
Dubizzle和OpenSooq
这个是线上的，如果线下的话有三个二手车市场供你参考：
Used Car Market Sharjah(沙迦二手车市场);Ajman car souq(阿吉曼二手车市场)；Auto Market(迪拜二手车市场)。
上面的内容直接在谷歌地图里搜索就能找到地方。

驾照
如果你是旅游签证，直接办理一个驾照翻译件就行。淘宝有的卖，本地也有的卖。但是请注意：
一旦拥有阿联酋ID，驾照翻译件就在理论上失效了。
有了ID就可以直接申请更换阿联酋驾照了。
中国的驾照可以直接更换阿联酋的驾照，更换的流程很简单：
- 需要有中国驾照的原件。
- 谷歌地图你位置周围任意一个TYPING CENTER（打字社），做好中国驾照的阿拉伯文翻译件，花费大概150迪左右。
- 谷歌地图搜索你周围的“EYE TEST”找个眼镜店去做个视力测试，大概180迪左右。
- 用人单位的NOC（不反对函），投资者签证，经理签和老板签无需要，让打字社出一个，公司卡个章就行。更新：最新的政策是不需要不反对函了
- 带上所有的材料去RTA Customer Happiness Center办理更换，15分钟完事。更换需要花费900块左右（注意一下营业时间）。

二手车过户
有了ID，有了本地驾照，就可以购买二手车了。
在谷歌地图上搜索“Tasjeel”，找到离你最近的Tasjeel的过户点，和卖家一起去。
- 先把车子送上TEST BAY去检车，检车员会给你一个号码纸
- 拿着号码纸进去大厅排队交钱，工作人员会让你输入邮箱和手机号来接收测试报告，然后交钱，大概170迪。
- 买保险，大厅有保险柜台的，也可以在别的地方买，只要RTA系统里能查到就可以了。
- 找到TASJEEL的前台，告诉他车检和保险都完成了，他会给你一个号码纸。
- 拿着这个号码纸去排队，完成过户流程，过户大概要花830左右。
两个问题需要注意，阿联酋的车险有两种，一个是全险，一个是三责险。全险就是你撞了别人保险公司帮人家修车也帮你修车。三责险就是你撞了别人保险公司帮别人修车不帮你修车。保费是统一的，都是最高200万迪拉姆，这是政府规定。
如果你的车便宜，买个三责就够了。
还有一个问题是：
没ID能买车吗？答案是可以。
卖家把车可以过户到护照名下，然后车辆变成了无牌车，这辆车就属于你了，等到ID下来之后可以完成买保险上牌的工作。但是请注意：
无牌车辆不可以上路，所有的移动必须要使用拖车完成。
车子完成了过户，需要去任何一个加油站买一个SALIK，这是过路费自动扣费的。如果这个不买，过自动收费站会产生高额罚款。买到之后贴在车玻璃上，按照说明直接激活就可以了。

买手机卡
阿联酋有三家运营商，ETISALAT；DU；VIRGIN
可以使用护照去营业厅办理，但是有效期只有一个月。有ID的话可以办理协议套餐，性价比较高。
协议套餐又分两种，预付费和后付费，一般后付费就是先用，然后出账单给你支付。一般后付费套餐性价比更高一些。

停车
迪拜的很多地方都有免费停车场，但是如果你想要停在公共停车场的话，是需要支付停车费的。
停车费的支付方式有两种，一种是这个标示牌附近的自助收费机，还有一种方式的发短信：
车牌号+停车区域代码+停放时间发送到7275。
举个例子，我的车牌是S12345，要在上面标识的那个区域停4小时，那么标准的操作就是：S12345 124C 4 发送到7275。
时间到了系统会给你发信息问你要不要延长时间，回复Y就会延长1个小时。
停车费会计入你的手机号码的月账单。

车辆违章和导航
下载一个APP叫做DUBAI POLICE，这是中文版的，下载之后注册，选择中文语言。输入车牌号就可以直接查询违章，而且可以在线缴费。
请注意：
迪拜的违章罚款非常高，所以小心开车，别浪。
导航的话一般人喜欢用谷歌地图，但是谷歌有两个缺点：
- 岔路口不清晰；2.没有限速提示。
胖哥给大家推荐两个我自己用的导航软件：
WAZE和HERE。
这两款软件支持中文，都有中文语音的导航，WAZE是以色列一家公司制作，后被谷歌收购，也算系出名门。HERE则是大名鼎鼎的诺基亚做的，跟阿联酋的交通局有专门的合作协议。这两款软件最大的优势是：
有限速提示，而且岔道口标注的非常清晰。
推荐大家使用。

购物
如果你要买家具，胖哥首推的是宜家，在节日城和杰贝阿里有线下门店，此外也可以线上购买，宜家的网址是：www.ikea.ae
如果要追求性价比的话，直接定位谷歌地图搜索附近的”USED FURNITURE”，你会搜到很多二手家具店，挑离你最近的地方。
如果买东西的花推荐Amazon和NooN，这两家是阿联酋最大的在线购物平台，网址：www.amazon.aewww.noon.com
这两家都支持货到付款，即便你没有本地的银行卡也可以正常下单购物。
日常使用的话可以用温州超市的APP，电子市场里搜索“wemart”即可。
不过，温超的服务不错，但是性价比差点意思。
如果追求性价比的建议你去老外的超市看看，MADINA，SHANKLAN，VIVA等等。老迪拜基本都知道。
一般除了调味料，日常所需老外的超市都能买到，而价格也比较划算。

胖哥刚来迪拜的时候，认识一个朋友，叫小朱，他在迪拜很多年，他跟我说过一句话我到今天都记忆犹新：
阿联酋这个地方，你一切按规矩来，它会对你很不错。但是你不按规矩来，他也会对你很苛刻。
这个国家，本地人口只占12%，有88%都是外国人，一般公共管理的铁律就是外来人口越多治安越差。但是迪拜也好，阿布扎比也好，为什么治安在全球都名列前茅？
靠的是严刑峻法。
这几年，胖哥看过很多人，靠着偷奸耍滑，靠着自以为的小聪明进行违规操作，以为占到了便宜，获得了利润，
到最后，结果都是得不偿失。
